The group qualification rules of this European Cup are the same as those of the previous one, that is, the first two of each group are directly promoted to the knockout rounds, while the third of each group needs to be ranked according to certain criteria to finally determine the four best third places to be promoted to the knockout rounds. This competition system aims to increase the suspense and competitiveness of the game, while also giving some weaker teams more opportunities and hope.
According to the regulations of UEFA, if two or more teams have the same points in the group stage, they will be ranked in the following order:
- Points in a match against each other.
- The goal difference in a match against each other.
- The number of goals scored in a match against each other.
- The goal difference in all group matches.
- The number of goals scored in all group matches.
- UEFA national team ranking.
- Fair competition points (i.e. the number of red and yellow cards).
- Draw lots.
If the top two teams in the group still cannot be ranked higher, they will be ranked in the above order until a standard can be found to distinguish two or more teams. If the third place of the group still cannot be ranked high or low, then it will be ranked according to the above order until the sixth criterion, namely the ranking of UEFA national teams. If it still cannot be ranked high or low, then the seventh and eighth criteria will not be considered, but the team with lower ranking will be eliminated directly.
After determining the third place of each group, the following order will be followed to determine the four best third places:
- Integral.
- Goal difference.
- Number of goals.
- UEFA national team ranking.
If it is still unable to distinguish between the top and the bottom, then it will be ranked in the above order until a standard can be found to distinguish the four best third places. If the team still cannot be ranked high or low, the team with lower ranking will be eliminated directly.
